CORCAN, a key agency within the Correctional Service of Canada (CSC), provides employment and skills development programs to federal offenders throughout their sentences. In collaboration with SEF Canada and Three Sisters Consulting, the Entrepreneurial Development (ED) project was designed as a person-centered economic development initiative. This program equips pre- and post-incarcerated individuals with the skills and resources necessary to start and sustain their own businesses.

By focusing on self-employment as a viable path to financial independence, the ED project fosters personal and professional growth, reducing recidivism and increasing economic opportunities for participants.

Scope of Work & Key Deliverables
Three Sisters Consulting is leading the facilitation and implementation of the ED project through:
  • Business Development Training: Teaching individuals essential skills in financial management, marketing, and business planning.
  • One-on-One Coaching & Mentorship: Providing personalized guidance to help participants develop sustainable business plans.
  • Access to Funding & Resources: Assisting individuals in securing financing and accessing support networks.
  • Post-Incarceration Support: Ensuring continued mentorship and economic development opportunities beyond incarceration.
Project Status & Next Steps
The Entrepreneurial Development project is ongoing, with facilitators actively working with participants to build viable business models and long-term economic success. Three Sisters Consulting remains committed to empowering individuals through entrepreneurship, fostering meaningful change, and creating pathways to financial independence.

Sarah Hopkins

Sarah Hopkins, our Matriarch, is Turtle Clan of the Lenni Lenape who were displaced from their homeland of Lenapehoking (New York City) to Eelŭnaapéewi Lahkéewiit (Delaware Nation) in southwestern Ontario. Sarah is a Day School survivor who was raised by her Mother, who taught her the importance of standing up for what you believe; her Grandmother, a residential school survivor; and her Great-Grandmother, who spoke only Lenape. With the support of her family, Sarah founded Three Sisters Consulting in 2018, a company dedicated to amplifying the voices of Indigenous Peoples and helping them achieve business, professional, and personal success. Sarah is an active member of her community; she served as an Elected member of Council for her Nation, Treasurer and Board Member for her tribal council, and current Board Member for the Canadian Mental Health Association, Lambton Kent chapter. She has worked with not-for-profits, governments, and corporations on a variety of topics including Indigenous legal systems, economic development, mining initiatives, Impact Benefit Assessments, negotiations, and Indigenous engagement impacting legislation. When she is not working, you can find Sarah looking for opportunities to share space with our extended community across Turtle Island.
