Public Safety Canada’s Aboriginal Community Safety Planning Initiative (ACSPI) is a federally funded program designed to support Indigenous communities in developing Community Safety Plans (CSPs). Since its launch in 2010, the initiative has allocated over $100 million to address the high rates of missing and murdered Indigenous women, while strengthening Indigenous-led crime prevention strategies and community safety services.

Three Sisters Consulting plays a vital role in this initiative by working directly with Indigenous communities to develop tailored safety plans that reflect their unique strengths, challenges, and priorities.

Scope of Work & Key Deliverables
Three Sisters Consulting is actively engaged in supporting Indigenous communities through:
  • Community Workshops & Engagement: Conducting workshops with frontline workers, community leaders, and key stakeholders to identify safety concerns, strengths, and resource gaps.
  • Facilitation & Strategic Guidance: Assisting communities in mapping out objectives and action plans to address issues such as violence, substance abuse, underemployment, and crime.
  • Capacity Building & Skill Development: Supporting community members in developing the skills and readiness needed to implement effective safety plans.
  • Holistic Crime Prevention Strategies: Ensuring that CSPs integrate culturally appropriate approaches to enhance safety, well-being, and long-term community resilience.
Project Status & Next Steps
The initiative is ongoing, with Three Sisters Consulting continuing to facilitate safety planning workshops and provide strategic guidance to Indigenous communities. As more CSPs are developed, the focus remains on empowering communities to take leadership in their safety and well-being, ensuring sustainable and culturally informed solutions.

Sarah Hopkins

Sarah Hopkins, our Matriarch, is Turtle Clan of the Lenni Lenape who were displaced from their homeland of Lenapehoking (New York City) to Eelŭnaapéewi Lahkéewiit (Delaware Nation) in southwestern Ontario. Sarah is a Day School survivor who was raised by her Mother, who taught her the importance of standing up for what you believe; her Grandmother, a residential school survivor; and her Great-Grandmother, who spoke only Lenape. With the support of her family, Sarah founded Three Sisters Consulting in 2018, a company dedicated to amplifying the voices of Indigenous Peoples and helping them achieve business, professional, and personal success. Sarah is an active member of her community; she served as an Elected member of Council for her Nation, Treasurer and Board Member for her tribal council, and current Board Member for the Canadian Mental Health Association, Lambton Kent chapter. She has worked with not-for-profits, governments, and corporations on a variety of topics including Indigenous legal systems, economic development, mining initiatives, Impact Benefit Assessments, negotiations, and Indigenous engagement impacting legislation. When she is not working, you can find Sarah looking for opportunities to share space with our extended community across Turtle Island.
