The RCMP’s Indigenous, Collaboration, Co-Development, and Accountability (RICCA) unit was established to advance reconciliation efforts and Indigenous recruitment within the RCMP. Indigenous representation in law enforcement remains low, and retention challenges persist due to institutional barriers, cultural misunderstandings, and systemic discrimination.
Through our partner agency, Kūwiingu-néewul Engagement Services (KES), Three Sisters Consulting was engaged to support recruitment, retention, and community engagement efforts aimed at improving Indigenous participation in law enforcement.
Scope of Work & Key Deliverables
- Community Outreach & Engagement: Facilitated discussions on Indigenous recruitment challenges.
- Policy & Program Review: Assisted in reviewing RCMP initiatives aimed at Indigenous employment.
- Reporting & Recommendations: Provided data-driven insights to support RCMP reconciliation efforts.
